Road Closures and Restrictions Update: Oct. 29 - Nov. 2

Below are the anticipated road closures and restrictions for the week of Oct. 22. This list encompasses numerous construction projects being completed by Citizens Energy Group but does not list every project in the service area. All work is weather-dependent, and weekend work is possible on all projects. We request motorists exercise caution and demonstrate patience when driving through construction areas. Citizens will make every effort possible to provide residents and businesses with local access to their properties.

Gas Projects

On the west side of Indianapolis, Citizens is installing gas mains and services. Traffic restrictions are expected to be in place between 7 a.m. and 5 p.m. for the 2000 block of North Livingston Avenue and the 2000 block of North Luett Avenue.

On the south side of Indianapolis, Citizens is installing gas mains and services. Traffic restrictions are expected to be in place between 7 a.m. and 5 p.m. at the 2800-3100 blocks of East Sumner Avenue, the 3300-3600 blocks of South Shelby Street and Northeastern Avenue at Southeastern Avenue in Wanamaker.

On the east side of Indianapolis, Citizens is installing gas mains and services. Traffic restrictions are expected to be in place between 7 a.m. and 5 p.m. for the 300 block of South Peach Tree Lane and South Strawberry Lane, the 7800-8000 blocks of East Michigan Street and East Vermont Street, East 18th Street at Post Road and Ridgeview Drive at East 13th Street.

In Westfield, Citizens is installing gas mains and services. Traffic restrictions are expected to be in place between 7 a.m. and 5 p.m. for U.S. Highway 31 and 186th Street at Tomlinson Road.

Water Projects

On the near-northeast side of Indianapolis, Citizens is installing a 24-inch feeder water main to provide more effective water pressure. During the next two to three months, portions of 36th Street from Keystone Avenue to Emerson Avenue are expected to be closed to through traffic. Citizens is also completing construction until mid-October to replace the Fall Creek Water Main. Allisonville Road at Keystone Avenue and Tacoma Avenue will have lane restrictions from Millersville Road to the dead end. Citizens is replacing 12-, 16- and 20-inch water mains at the intersection of 82nd Street and Allisonville Road. Nighttime lane closures will be in place on 82nd Street, and daytime closures will be in place on Allisonville Road, south of 82nd Street, for two weeks.

Wastewater Projects

On the north side of Indianapolis, Citizens is completing a Septic Tank Elimination Program (STEP) project in the 86th Street and Washington Boulevard area. While the new sanitary sewer is installed, the following partial closures will be in place: Washington Boulevard just north of 86th Street, Central Avenue north of 86th Street and 82nd Street east of Central Avenue.

On the northeast side of Indianapolis, Citizens is performing open-cut construction to install the new Castleton Relief Sewer. East 75th Street is now open between Dean Road and Allisonville Road; however, some cleanup and restoration activities will continue. Jack and bore construction to install the sewer under Allisonville Road has been completed. Large equipment may still be necessary for cleanup and restoration with access from Allisonville Road, so please exercise caution when traveling in the area.

Restrictions are anticipated on the northwest side of Indianapolis while STEP improvements are underway in the 46th Street and Michigan Road area. However, no road closures are in place. Flaggers are anticipated to be on Cold Springs Road and Knollton Road for painting of pavement markings. It should take less than one day to complete both roads.

The Banta/McFarland and Brookdale/Fairhope STEP projects on the south side of Indianapolis also require some road closures and restrictions. McFarland Road from Banta Road to Southport Road and from Edgewood Avenue to Banta Road is closed to through traffic. The following road restrictions are also in place: Banta Road from Oxford Street to McFarland Road, Banta Road from McFarland Road to Sherman Drive, Marburn Drive from Banta Road to Payne Drive, Bryan Drive from Banta Road to Payne Drive, Minlo Drive from Banta Road to Payne Drive, Tulip Drive from McFarland Road to Loretta Drive, Tulip Court east of Tulip Drive, Loretta Drive from McFarland Road to Tulip Drive, Loretta Drive east of Tulip Drive, Hillcrest Drive from Tulip Drive to Hillcrest Court, Hillcrest Court south of Hillcrest Drive, Locust Drive from McFarland Road to Bryan Drive, Bryan Drive from Edgewood Avenue to Payne Drive, Busy Bee Lane from Bryan Drive to Rural Drive, Amigo Avenue south of Mi Casa Avenue and Mi Casa Avenue west of Gray Road.

On the southeast side of Indianapolis, construction for STEP projects is in progress. The following roads in the Southeastern/Raymond project area are restricted to local traffic only: Raymond Street between Kitley Avenue and Southeastern Avenue, Sheridan Avenue south of Raymond Street, Bolton Avenue north of Raymond Street and Catherwood Avenue north of Raymond Street. In the Thompson/Southeastern project area, Thompson Road from Senour Road to Southeastern Avenue will be open to local traffic only. The detour in place is Southeastern Avenue to Acton Road to Frontage Road (east of I-74) to Senour Road. Hickory Road from Southeastern Avenue to Edgewood Avenue is open to local traffic only. The detour in place is Edgewood Avenue west from Hickory Road to Franklin Road, north to Thompson Road and east on Thompson Road to Southeastern Avenue; or Edgewood Avenue east to Southeastern Avenue to Thompson Road. Wolf Run traffic should exit toward Senour Road as a road closure will prevent traffic between Wolf Run and Southeastern Avenue. The following locations are also open to local traffic only: Callahan Street from Thompson Road to Southeastern Avenue, Thompson Road from Senour Road to Southeastern Avenue, Hittle Drive from Thompson Road to Southeastern Avenue and Betholm Drive from Thompson Road to Southeastern Avenue.

Several streets will be impacted as a result of the 57th/Cooper STEP project on the northwest side of Indianapolis. All of the utilities have been installed; however, pavement and restoration operations are ongoing. Temporary closures or lane restrictions due to pavement replacement are anticipated through mid-November on Sylvan Drive, Downing Drive, Victoria Drive, Northgate Drive, West 58th Street, Alton Avenue, West 57th Street, Enright Drive, Knollwood Drive, Bevedere Drive, Broadmoor Plaza, Fenmore Road, West 54th Street, West 52nd Street, West 51st Street, West 50th Street, West 49th Street, West 48th Street, Lancelot Drive, Galahad Drive, Will Scarlet Lane, Seville Drive and Cooper Road.

Citizens is also working to repair the siphon under the West 10th Street Bridge under the White River and 10th Street. West 10th Street is restricted to one lane only in both directions until the beginning of 2013 while the repair is underway. Construction may cause temporary traffic delays for movement of equipment.
